Daily 'Scratcher' Permits
Visit the UTAPS office to purchase daily ‘scratcher’ permits in advance using cash, check, credit card or department purchase form (expenditure transfer). These are one-day use permits that may be purchased in bulk and never expire. Daily scratchers have the following distribution options:
- Hand out; most departments keep a small supply on hand for drop-in visitors.
- Mail.
- Information booth pickup; drop off the permits and a completed Daily Scratcher Drop-off form to an information booth attendant.

Campus Business permits are waived-fee faculty/staff daily parking permits available to persons, not employed by the campus, visiting the campus for the purpose of transacting state business with the campus (as stated by Title 5, Article 7, Section 42201 of the California Code of Regulations). Campus Business permits are valid for one day. Anyone requiring more than one day must pay parking fees or apply for a volunteer permit.
Eligible Persons
- University Board Member
- Persons who have agreed, at the University’s invitation, to serve as a board member. Submit an AUE Event Parking Request Form to obtain a permit for your board member.
- Federal, State and Local Political Representatives
- Political representatives conducting state business on the campus.
- Guest Speakers
- Persons invited by faculty to speak in their classroom.
- Business Meeting
- Persons invited by staff to attend a University business meeting.

- The request must be submitted in the CMS Visitor Parking module.
- The request must be submitted at least 24 hours in advance.
- The request must include the persons full (first and last) name.
- The request must include a start time for their visit.
- The person is not employed by the campus and visiting the campus for the purpose of transacting state business with the campus.
- The person is not attending a class, training, workshop, conference, or camp.
- The person is not an enrolled Sac State student or Sac State Faculty/Staff.
